FPS/Server Problems on PC

Hello,i have a little question, why is my Friends FPS Capped at 30 when he uses ultra FPS Settings.
When he lowers his grafic, he will get 2 FPS more.
He can run Fortnite clean and without laggs/fps dropps, not sure which CPU he has but at least i know for sure that he has a gtx 980Ti in his laptop.

Is there also a way to remove FPS lock? Have a High End Gaming PC and it feels god damn weird to play with 60 capped FPS.

Second Question, i live in Austria - South of Germany and i have a 123 Ping on my Steam Server. Is that normal?
Will t here be more Servers in different Regions.

I'm honestly enjoying this Game, Fortnite got too many Tryhards and fail patches, its no fun at all even though u're a decent player.

The game is mostly played with Hitscan, so unless you're using an AWP or some other projectile weapon it shouldn't really be a problem. As for the Frame limit yes, 60 FPS is not enough. Even when limited to 60 FPS, the game feels choppy and stuttery: Especially when skydiving. But if it's absolutely necessary for them to have a frame limit, it should at LEAST be capped to 200 FPS.

The problem with the Ping is that the enemies feel laggy, or i die behind a wall even though i've ducked a second before.
For me its pretty annoying. i'm playing games with 20 Ping and about 200 FPS.
Have u never tried to shoot some1 and felt like u miss everything even though u flicked on his Head point blank.

i'm a fast Player, i honestly cant Hardscope
